Can I enter a debate and argue the contra to all your positions? No? Then perhaps I can make the point that the topic is not what is persuasive, it is the speech. That is, there are persuasive (or potentially persuasive) arguments on either side of a given controversy. Actually, I could write either side of a debate on your topics, now that I have looked again.
Here are some hot choices for you:
Since the Republicans and the Democrats both seem to have shot themselves in the foot a lot lately, should voters start looking again at third party possibilities?
When a person becomes unemployed through the advance of technology, who should pay for re-education or retraining so that they can again be productive taxpayers?
At what age, or under what circumstances, should a teenager be tried as an adult for serious crimes?
Since evidence seems conclusive that the mass media is out of control, and producing amazingly horrible TV shows, magazine and newspaper articles, and most especially internet sites, who should be the one to draw the line on what is or is not acceptable? (Clue: the two choices are a bloated beaurocracy or the individual user of said media.)
You see what I mean? Choose a topic that matters to you, as all those topics matter to me. Now state your own position very clearly. Then develop arguments for it that are targeted to your audience, and to the arguments you believe someone who disagreed with you would raise. Each argument you mean to shoot down should be stated as the beginning of a new paragraph. (You have paragraphs in speech as well as in writing, after all; most speeches get written down eventually, if they are any good.) Then say why this is not the case. For example, in the case of my censorship question, your strongest argument is the First Amendment. Your opponant (remember, this is a speech, not a debate; your opponant is hypothetical) would therefore be someone who sees an exception to the First Amendment. You argue that this is not an exception; indeed, it is exactly what the amendment was written to cover.
Since you don't have much time, you can't use a lot of details. You can use examples, but try to pick one example that best exemplifies your point.
