i have 7 badges visited all 3 lakes and i spoke to the grunt outside the hq in veilstone city. after the grunt left, Looker comes and says he has the key and he says "prepare the best you can. i shall join you shortly".
i went inside the hq and inspected the door but he didnt even come in.
is there something i missed out?

Go to the building where you and looker found HM02 fly, just after you got dawns pokedex back. The door in there is what the key opens.
