Florida Boating License Requirements and Regulations

No license is required for the operation of a motorboat in Florida; however, some people do have to meet state requirements before they can operate certain boats in the state.
A person under 21 years of age is not allowed to operate a boat with a motor of more than 10 horsepower unless they have completed an approved boater education course. An approved boater education course must be approved by the National Association of State Boating Law Administrators. Some other boat safety courses and exams maybe allowed under this regulation as well.
Boaters who have two received citations for non-criminal violations of the boating regulations are also required to complete a boater education course. Anyone who has been required to complete a boater education course has to have a Boating Safety Education ID card with them whenever they are driving a boat. They are also supposed to have a photographic id such as a driver's license or passport onboard as well.
These requirements only apply on public waterways, the open sea and public lakes. They don't affect boaters on private bodies of water such as lakes and ponds.
A number of people are exempt from this requirement. Those exempt include persons who are licensed as masters (captains) of ships by the US Coast Guard.
The provision affecting young boaters doesn't apply to boaters under 21 who are accompanied by an adult or a person who is exempt from the regulation. Interestingly enough the state's website states that a person who is over 18 is defined as an adult.
Although boaters don't need to get licensed in Florida boats are required to carry validation. A motorboat or any vessel over 16 feet in length in Florida needs to have the validation decal issued by the state posted next to the registration number on the front of the boat. All motorboats in Florida have to display this decal when they are on the water.
The owners of Florida boats are required to have their certificate of registration with them when they're on the water. A person has 30 days after they buy a boat to get this registration. If they don't yet have this registration a person must have a copy of the bill of sale for the boat with them.
The registration and decal have to be purchased from the tax collector's office in the county where the boat owner lives. The application for the registration and decal can be downloaded from http://www.flhsmv.gov/html/forms.html
